Closing the EV Charging Gap in Oregon: A $32 Million Push to Eliminate "Charging Deserts"

The Oregon Department of Transportation (ODOT) has officially launched the second round of its National Electric Vehicle Infrastructure (NEVI) program, allocating $32.3 million to expand the state’s fast-charging network.


While Round 1 focused primarily on the I-5 and I-205 corridors, this new phase shifts attention to Oregon’s rural and coastal routes. The goal is to fund approximately 40 new stations along I-84, U.S. 20, U.S. 26, U.S. 101, and U.S. 97, targeting areas often described as "charging deserts."


This funding opportunity is designed to make high-speed charging accessible every 50 miles along these major highways. To encourage participation from a diverse range of partners, ODOT has expanded eligibility for Round 2 to include any incorporated entity or federally recognized Tribe.


The program covers up to 80% of eligible project costs, requiring a 20% private match. This financial structure significantly lowers the barrier for local businesses—such as gas stations, retailers, and travel centers—to host permanent, high-power charging assets.


How to Apply for NEVI Round 2

If your business or organization is interested in hosting a charging site, ODOT has provided a streamlined three-step application process:

  • Step 1: Review Key Documentation – Download and review the Notice of Funding Opportunity (NOFO) and its technical attachments (1–7). These include critical specifications for station operation, cost proposal forms, and safety requirements.

  • Step 2: Register for a Unique Entity Identifier (UEI) – A UEI is mandatory to receive federal funds. If you do not have one, you must start your registration through the System for Award Management (SAM).

  • Step 3: Submit Your Online Application – Complete the application through ODOT's online portal. You may submit one application covering multiple proposed sites.


Deadline: All applications must be submitted by 5 p.m. PST on February 20, 2026.
